NHD Edit Training – Lorri Peltz-Lewis – Many participants, successful training class, USFS moving ahead to complete this critical database, also had meetings on stewardship issues and concerns. For more on this see: http://nhd.usgs.gov/

Watershed Boundary Delineation (WBD) – Lorri Peltz-Lewis - meeting held last week with all of the federal partners to evaluate how to complete the state by the end of 2007 or early 2008. Each agencies provided documentation on their priorities and funding sources (if available). Report coming out soon.

See: http://cain.nbii.gov/calwater/calnwbd.html for more.

John Ellison  Ray McDowell

SB 834 - State of California bill for an official state GIO. No resources, but recognizes the state will have a CIO. For more on this or to track the status of this bill see:

If this doesn’t work then please go to:

http://www.sen.ca.gov/    go to legislation and search for SB 834

GIS Council (Working Draft Only) Strategic Plan - 2 strategies - establish GIO position and Framework Coordinator.

California Geospatial Framework - Draft Data Plan Sept 2006 - Malcom Adkins

http://gio.ca.gov/   Handout provided.

Final report to be posted to CGIA website in mid-October

  Conducted 6 workshops.

Resources available – GOS, National Map, etc.

  Core Framework Data Themes

  NSDI Data Themes

First in the CORE Framework Data Themes:

    Cadastral

    Orthophoto

    Transportation

    Elevation

    Hydrography

    Geodetic Congrol

    Governmental Units

  Prioritized CA Centric Data Themes:

    Street Addressing

    Utilities

    Public Land Conveyance Records

    Buildings & Facilities

    Flood Hazards

    Vegetation

    Etc…..

Public Conservation Trust Lands (PCTL) – Ray McDowell – datum sift problem along some state park boundaries. Contractor has agreed to fix it, but there are still problems with this. Looking into coming up with a replacement strategy associated with GreenInfo Network efforts. This would integrate open space, local parks, etc. CERES is also looking at integrating these regional datasets into a statewide coverage. -

National Aerial Imager Program (NAIP) – Ray McDowell – word came in regarding the full res DOQQs coming in at the end of this month. NAIP was coming in via the SID format. Single drives are coming out – Ray will get a drive and then it will be pushed out to the other groups. End of calendar year. Green issue was resolved to the best of the collective abilities. Not on Google Earth. NASA may have a service for this soon.

ACTION ITEM: Need to design a distribution/communication plan – Paul Veisze

Coastal IfSAR – Ray McDowell – Intermap approached CA and asked for input about spending money for partnering on doing IfSAR for the coast. Just a purchase of Intermap IfSAR data for coastal areas. Data will not be public domain.

LIDAR Delta Acquisition – Joe Dudas – handout provided showing footprint of the project. Acquisition will be done this winter. Not getting the entire legal delta. Recently took delivery of the project from the previous contractor done last fall. QA/QC has been problematic and data will not be released. Accuracy to ½ foot vertical. Contours being generated, but no break lines. Working on funding sources and imagery may be done, but not likely.  Existing contract vehicle being utilized. Cautiously optimistic – data will be public. Did evaluate IfSAR by Intermap – did not meet the needs of the project – problems with identifying levees. Specifications for having an analysis database for the delta, also want to use this for 5-10 year revisit to evaluate subsidence, infrastructure changes, etc. SRCD – Suisun Resource Conservation District – recognized by Natural Resource Conservation District (NRCS). Other changes and updates to the contract – method specifications are included, GPS specifications, bare earth production, scanner specifications, etc.

NHD Stewardship – Gary Darling – see PowerPoint presentation – NHD Stewardship – estimating 2 full time equivalents (FTE’s) for 2 years to get to a fully functional database. 1 FTE will be required for long term. DWR is a potential steward. DWR options – internal staff, outsourcing, or raise funds for USGS to continue efforts.

DISCUSSION on where, who, how to move ahead, etc.  Is there an operational program that cares about this kind of statewide seamless database.

Have not been formally asked to do this – could there be a letter sent out from USGS to ask us to support this effort.

DISCUSSION – GNIS had the same approach, but the former chief of the office said the USGS can only do a certain portion of this effort, the community needs to step up to support this. Need to make this a programmatic effort.

ACTION ITEM: Stewardship Discussions with the state need to move ahead. Gary, Carol, & Lorri will setup – asked to include Skip Campbell, Dave G. (EPA) & keep Chris F (USFS) in the loop. Others interested in this please contact Lorri Peltz-Lewis, Carol O., or Gary Darling.

NASA WorldWind – Randy Kim – Demonstrated current version of WorldWind.

http://worldwind.arc.nasa.gov/

Newer version will be demoed later – the new version includes new features and handles the accuracy better. Camera shaking as zooming in very close. Geoid is WGS 1984. COE approached NASA to assist with community disaster response. Working on importing other data types – shapefiles, KML, imagery, etc.

Question – are there shapefile to KML coverter files available for free?

Question – GPS plug in?

Question – Map Streaming service – GoogleEarth may have done one. WorldWind has not yet.

Question – How was stereo done? Developed separately from NASA.

Round Table:

NOAA  - height mod in northern San J – Placerville to Gilroy – processing data.

DWR is interested in doing one in Sacramento Valley – Sac north to Redding. Looking for partners. Contact Marti Ikehara.
