USGS Activities Presentation - Carol Ostergren, USGS CA

Imagery for the Nation – PPT Presentation - sponsored by NISGIC – everyone uses and needs imagery – this is targeted at fixing the problems with this type of data. See presentation Carol provided on the FGC3 web site. National Digital Orthophotography Program (NDOP) is reviewing the program design. Different Programs – 1- meter, 1- foot, 6-inch – come from various existing programs. The initiative is not a new appropriation, but it is taking funding programs already in place and redirecting these funds to this program.

NHD Update – stewardship efforts moving ahead, “sub-stewards” (or regional stewards) have been identivfied for some areas; Carol is working to put MOUs in place; and September training coming up!

 

Watershed Boundary Dataset (WBD) – Lorri – current status. Draft certified review of the first priority area has come in, reviews will be limited to Federal partners for the first round. Review training and implementation is being planned for September. Reviewers are being asked to contact Lorri Peltz-Lewis.

 

USGS virtual Center for LIDAR Information Coordination and Knowledge (CLICK) – data repository. Incorporation into a 3-meter NED done with all data received. Having a nation wide seamless 3-meter may happen – someday!!! 2020? Effort is to reduce over spending and redundancy. Interactive viewer available, reference library, etc. See web site and Carol’s presentation on the FGC3 web site! What about other imagery such as Radar.

LIDAR data coming in for some Urban areas in California – CLICK will have this funneled to them to create seamless 3-meter datasets for these areas.

Geographic Coordinates DataBase (GCDB) Workshop – Dave Hansen – reviewed what this database is and the workshop. Attendance was spread out well among organizations, but wish we had more. Constructive feedback coming in and routing to instructors. Possibly next workshop could be done in Bakersfield.

Framework Data Efforts – FGDC Grant – framework dataset work – RFQ went out – only responder at this time was Michael Baker. Workshops conducted to date – Bakersfield, Sac, CALGIS. Workshops still pending – Redding, Oakland, and Los Angeles.

Top datasets - Orthoimagery, Cadastral, Land Ownership?

Other datasets - Utilities, Cultural, Addressing, Infrastructure,

Discussion regarding concerns about missing datasets – Geology, Vegetation, etc.

 

Early Sept the draft is due from these workshops.

 

Potential Federal Needs in a California Geospatial Data (State Gov't.) Multiple Services Award (MSA) – GIS Data – the State government is looking at preparing a MSA to access geospatial data providers. This could remove some of the problems with contracting that have been encountered. Would federal agencies be interested in getting access to data providers? Please contact Robert Yoha

 

A Draft list of MSA GIS Services providers (this is for GIS services and COTS software only; it does not include data) is due out soon and a final decision should be in July/August.

 

NAIP Update – Full release was due in June, but now is anticipated in the fall. CERES will be hosting this data via an imagery service. But there are questionx about performance via the Internet. Compressed imagery is available on CaSIL (http://new.casil.ucdavis.edu/casil/remote_sensing/naip_2005/) will be on the National Map, Google Earth in the future, Microsoft also has a copy of this, but not sure if this will be on TerraServer. Uncompressed version will be near 2TB in size and there are problems with processing this out into that format.

 

NAIP Color IR – about $0.5 Million would cover the state, but, to date, there is a lack of interest for other than urban areas.

 

DOQQs – A single strip of DOQQs South of the border is now available. This will be distributed though USGS; contact Carol Ostergren.

 

NRCS – FY 2006 2-meter – what is the status of this – Action Item for Lorri & Carol O.

 

GIS Council Activities – Strategic Planning Process – first couple of meetings done. Using NISGIC template for this effort. Working on a Vision for the Council. Need to get some goals/initatives in place – DLRI came up as one possibility. CALTRANS will be helping fund development of the draft Business Plan. Imagery and Cadastral are also then of interest to pursue. Sept 20 is the next GIS Council meeting in Sacramento at USGS Modoc Hall. Contact John E. for more information.

 

Office of Emergency Services – Paul – Paul V. - mandate for OES to work with all emergency managers. GEOEC – Governor’s Emergency Operation Executive Council – meeting is a possible location for the GIS Council to integrate. Grants and funding requests to support new technology. HAZUS integration and utilization running in OES now.

 

Creation of a Hazard Mitigation Portal – OES & CERES is creating a web portal for identification and response to manmade emergencies.

 

California Department of Forestry (CDF) – Robin Marose – hazards mapping efforts with relationship to fire. Firescope did some awesome work efforts, but since it was disbanded much of this work has stopped.

 

 

Round Table Discussion -

 

National Geodetic Survey (NGS) - Marty I. – Coordination between NGS and BLM to include PLSS data – can look to Arizona. Datasheets within NGS now allowing for GPS data to be included from all contributors, but QA flag are on these.

 

NGS - Height modernization project – south delta extent through Modesto, Chowchilla, to Gilroy, and Highway 49. Stations every 4 km.

 

California Data Exchange Center (CDEC) – Marty I. – elevation data being distributed through this site. Only NAVD88 will be shown.

Stable Monuments – Marty I. – compared recent data in the Delta to older data and found that the monuments are stable, but there has been some subsidence – how much needs to be assessed. Marty has a paper into the CalFed Science Conference

FEMA Map Modernization – Marty I. – NGVD29 conversions discussed with contractor.

 

Conservation – Robert Yoha – budgets very tight – nothing to report. Stereographic NAIP data – desktop solution for geologist for viewing stereographic dataset for the entire state. Accuracy to 3 meters and no additional rectification – $115K for the entire state. Data collected by the ADS40 – in 2GB strips, ERDAS Leica Photogrammetry software also needed. Thinking about creating an Earthquake Data Clearinghouse (EDC). Data not purchased yet, but maybe in the future and delivered through the EDC.

EPA – Dave G. – WBD efforts. Dave is in the monitoring and assessment group. Dave’s involvement is directly related to WBD and NHD. Improving the current centralized data systems – improvements on Storet.

 

Census – Tim M. – TIGER Realignment – MAF/TIGER Accuracy Improvement Projection – status of completed and planned information as of June 12, 2006 maps passed out.

BIA – Bill Silva – being asked to participate in NILS pilot project.

 

USFS – Rich – boldly moving to NAD83. Trying to get all of the coverages moved over. NAIP data coming from NRCS and not the local office. Kudos to NRCS!!! USFS National Geospatial Conference next week. WBD coming in is very exciting!! Von Smith – Data and Resource Information Office – working with data architect, it infrastructure, database stewardship, integrating corporate and business systems, etc. Strategy document redone for the region – will be available on the web.
