USGS updates:

DEM Updates 10-meter – Carol - being completed for the Sacramento area, some are already completed; Sacramento area will be completed by Sept 30 – still have roughly 882 10-m DEMs planned. LIDAR discussion, costs, etc. NextMap and other products discussed. Bay area is also being complete – this would be bare earth.

NGA has collected higher resolution data that USGS is trying to bring a derivative to the public – not optimistic.

  

NHD – Carol - status trying to complete the 24K High resolution by end of FY 2006. California almost done!!! Will try to budget for last CU (Tulare) either in-house or contract.

Urban Area Imagery – Carol – see status! If there is federal money for some of these areas let Carol know! 1/3-meter data for these areas. Local agencies are providing higher resolution datasets, so this will become variable, but flexible. Control information will be provided in the metadata.

 

   Future expansion is possible – Redding, Montery, etc are some of the missing areas.

     Other areas of high growth  - I-80 & Hwy 50 corridors as an example. We can

     Approach NGA on costsharing if enough partner money can be leveraged.

 

High Priority Solicitation – Carol – no formal solicitation to be conducted this year. If funding does become available then we need to include this in the plan. Show of hands in the meeting:

   10-meter DEMs – not necessarily if NextMap negotiations are successful.

   Will the Watershed Boundary Delineation (WBD) be included in this?

   NHD – Tulare Basin –

   LIDAR – fall 2005/spring 2006 Delta acquisition of this – possible that we could

     expand out.  Any questions please contact Gary. Bill Kaiser will send out the

     footprint to this group to see if we can expand the costs for this.

   NAIP – CIR deliverable additional products.

 

   May need a separate meeting to go over the high priority request needs for Carol.

 

Project Homeland – Carol - final report delivered to National Geospatial Intelligence Agencey (NGA). Bay area has a lot to do to get the system up and running. Working on MOU signatures, acquiring data from 4 more counties, sensitive data, etc. Adminstrative oversight, funding, etc all continued to be discussed – very successful project!

 

USGS Reorganization –  Carol - still under way, not sure how this will turn out. In a state a flux.

 

GOS -2 – delayed at this time. Short term focus is on partners to register data and web services in GOS.

CAP Grants – Ray – CGIA & others putting in a category 3 grant proposal for 20K to do some outreach and produce a draft geospatial plan for California. Outreach meetings, etc. CAP Grant process is to get funding out from FGDC to support metadata, framework, coordination, and integration & analysis.

National Hydrologic Database (NHD) – Bill – how many of you are using NHD in the Geodatabase format now? What are the limitations? NHDPlus – EPA and David Maidment have developed a bunch of value added attributes for flow and volume. New tools are coming out as well for data stewards, etc. NHD Stewards needed. Training coordination is being offered and we will be bringing this into the Sacramento region!  Streaming content from USGS for NHD should be available in the future. Lots of overhead with current for current apps.

Watershed Boundary Dataset (WBD) – Lorri -  1.6 million proposal for CALFED funding was not awarded, but didn’t do to badly in the reviews. Next step is a technical working group meeting to determine which areas in the state are the closest to being submitted for certification. Following this recommendations will be made to the Interagency Watershed Mapping Committee (IWMC) CalWater MOU signatories on how to best proceed.

DOI EGIM – Lorri - Department of Interior, Enterprise Geospatial Information Management Team – Architechture efforts for software and geospatial activities within DOI. Business Case Blue Prints and associated activities – Recreation.gov as one example. GOS-2 examples. RAMONA metadata harvesting tool and simplified mini-metadata proposal. Enterprise License Agreements.

State updates:

GIS council meeting at CalGIS – John – Voted on a number of initatives:

  1 – CGIA becoming a partner – relationship now formalized.

  2 – 2 Workgroups

      a – Governance issues – has been very productive! Set of recommendations for

               the council are forthcoming – one is opening up the council membership and allowing

               anyone to be the chair. Open the number of regional council members.

      b – Digital Lands Records – not much to report.

GIS Summit & Strategic Plan – John – State CIO office using this as a way to discuss the California GIS Strategic Plan.  IT Council will be convened in late August to vote on the IT plan.

NAIP – being flown now. It is going ahead! Delivery – how is this being handled? Ray has an outline for a tiered process for getting this distributed. This is expected to be 2 TB in size alone. When? Next summer for the full resolution data. Compressed county mosaics can be earlier. If there is a less than all of California foot print Ray will notify the group so that we can help direct this process. Any other products or enhancements contact Ray. DEM’s currency – Robert – certification of the production process and ISO Company issues. The current DEM being used is for USDA based products is the USGS DEMs. This is not acceptable in other areas. The ADS40 collected elevation data and is being used in the boarder area instead of the USGS DEM data. As best the group understands the company flying this is running everything on the ADS40. USDA production schedule will be met and everything after this is available for purchase.

Delta LIDAR – Gary – had to cancel this because the vendor didn’t show up. Rescheduled flights this to August and February. Funds are there and we are starting over. Will be using the same vendor and will whip them into shape. Bill Kaiser collected GPS data information in the Delta. The intent is to QA/QC the whole LIDAR acquisition process.

 

State Geospatial Strategy (CAP Grant) – state government state strategic plan.

 

Data Sharing Policy – John – Mike Crissman signed a policy that the resources agency is cataloging their data in CERES and implied that organizations should be involved in sharing and collaboration. BIOS (CDF), California Environmental Exchange (DWR), etc – see the http://gio.ca.gov. This document will also be provided with the meeting notes.

 

Geospatial Data & Integration Project (GDIP) – CALEPA – John - streaming of geospatial services. Late summer or early fall for demonstration.

 

Other Items:

Land and Marine Jurisdiction Boundaries Vertical Datum Workshop – Paul – October 4-5 in Monterey Bay, Oct 6-7 Long Beach. Notes attached and web site will have this posted as well.

 

USFS – Rich - A-76 coming in the next year. All work elements have been reviewed and could be potentially be up for contractual bid. Landslide efforts – USFS is interested in this effort. We are boldly moving forward into NAD83!!

 

CGIA – Carol - elections are open this morning!

 

Habitat Monitoring Team BOR – gearing up for 2006! eCognition.

 

COE – Dan - ELA agreements for ESRI, A-76 process as well, moving to a new building. SDSFIC – COE data content standard. Working on getting into the Project Management Plans – including metadata.
