Announcements –
USGS updates – Carol Ostergren – see presentation on FGC3 website for details. NGPO Funded Projects status – 1.5 M $ in projects funded in FY05 through the USGS. Comparison to other states pretty good
DEM progress – see presentation.
NHD progress – High resolution almost done!! Tulare basin is started and will be problematic – just starting discussions on maintenance issues and state steward for the database. See presentation!
Urban Area Imagery – See notes on presentation.
USGS Update – Consolidation process is on hold for now – more notes in the presentation.
Gary Darling – CA DWR –
Delta LIDAR due very soon! Distribution through CASIL. USGS assistance was super! GPS data was great.
State GIS Architecture – group assembled and writing document. Trying to generate a state of California effort including the state government initiatives. Report to be available in April 2006. Working to include separate initiatives that could carry over if the document is not fully accepted. BLM – GCDB & PLSS update (15 min) – Dave Granger (BLM) – Geographic Coordinates Data Base (GCDB). Status map presented to the group, not available for release to the FGC3 web site. PLSS databases provided by BLM – Fran Evanisko - map hand out provided to show status of the land ownership, text document on BLM California State offices geographic data sets related to PLSS. Automated systems setup to process these and related databases. The database generated locally is not part of the national system. See handout:

Action Item – Dave, Lorri, & Carol will work on setting up a meeting just to discuss the details of GCDB as a special presentation. See if you can add on information regarding the state requirements (see Paul V. about this). Include Marti I. as well! Rick Hanks (see Paul V also) California National Coastal Monument.
Land Ownership/Surface Management Update - Fran Evanisko – there is only one person maintaining this database. There is no consistent and coherent method by which these databases are integrated. This is only federal lands. The state and local lands have been done by the state through the PCTL effort, BLM cannot pick this up and maintain it. GCDB is the database we should all agree to standardize upon for alignment of political boundaries and boundary definitions. See handout:

PCTL lands – BLM Resources
Agency has no funding to continue updates this.
Some
minor problems have been found with some State Parks polygons (potential datum
shift issues). The contractor will fix complete
the corrections and deliver this in Jan. 2006.

BLM FTP Site – all of BLM was disconnected from internet for 6 months. Now back on line for the past 3 weeks. 2 days ago the FTP site came back on line – the site has changed. Redistribution of the databases is being evaluated and in a few weeks this should be back up and running.
Databases are also being distributed through the geocommunicator web site. The database here attributes were reduced from what the state of CA delivers.
Geodetic Publication increasing geodetic control – Marti Ikehara – see presentation provided titled FGC3-CMC2_20051202_NewControl_2005.ppt. Review and maps showing CALTRANS north Region Network, Glen County Height Modernization & baseline for water banking, National Readjustment (see more in the NGS section below on ITRF), Delta Subsidence, San Joaquin, Clovis, and the need to coordinate on the areas between. State Strategy & Updates –

Public Conservation Trust Lands (PCTL) – the geodatabase version is now available through the California digital atlas. Several databases are served through this interface. See this here: http://atlas.resources.ca.gov/atlas/app.asp

State’s
GIS Services & Software – call has been on the street now for a couple
of months. 23 vendors sent letters of interest have
applied. Final bids are due on Monday. Awards possible by the end
of December and contracts could be done later on. The State of California, Department of General Services is issuing this RFP to establish a statewide
Master Service Agreement (MSA) for Geographic Information System (GIS)
commercial software and maintenance and/or Related Customized Software Services

CASIL – migrating to a
theme- based folder
structure approach about the first of the year.
CaSIL & National Hydrologic Database (NHD) High Resolution – CaSIL currently serving the 100K medium resolution data set. Cartographic set of NHD needed and USGS may have that already available for CASIL to serve. Users will be referred to the USGS download site for High Res. NHD.

Announcement - Shawn Savings
is leaving for the Kansas Geological Survey in middle of January 2006.
National Agricultural Imagery
Program (NAIP) progress – Some compressed county mosaics have come in and
there are a few problems with the color displays. this
is still processing and the conversion from SID to another acceptable format. Still
talking about this spring/summer having all the full resolution
DOQQs these being available. Some
have come in and there are problems with the color displays. CERES
will likely provide compressed DOQ mosaics via CaSIL.
Suggestion – provide these large image databases in reduced resolution format?
Round Table – All
USFS – Rich S. – moving to NAD 83 for all databases. Transition is now happening. Regionally we are moving to Albers. The 10 meter DEMs are done in San Diego, CA and the national center is proceeding on the A-76 study.
BLM – Bob Milton – Citrix GIS environment cut over happening by the end of this month. All data will be housed in Sacramento.
USFWS – Joni Mitchell – protected lands database and issues require more detailed information from the BLM.
National Geodetic Survey – Marti I. – make sure your NAD 83 coordinates with International Terrestrial Reference Frame (ITRF) the national adjustment will be done to include ITRF! CA DFG – Paul V. – agree with the USFWS comments. GNIS is working toward integrating a location for the geographic coordinates. XML links to the National Gazetter.
Census – Tim M. – TIGER Line 2005 files are supposed to be released either today or very soon. Refer to the previous status sheets for this. Met with the State Legislature regarding the Redistricting efforts – Legislative Districts will be included in TIGER now. Will retabulate the data to these districts. Next phase of the redistricting program is the block and voting boundaries. The guidance comes from the state – in the past this was passed from the state to the county. USBR – Barbara Simpson – Central Valley Land Cover 2005 is started. The 1993 & 2000 is available through CASIL after the change.
