FGC3/CMC2 - Meeting notes January 16, 2004

Announcements -
· Ray M - Geney Terry (gterry@co.el-dorado.ca.us) – a new Northern California URISA Chapter has formed and is looking for new members. Please contact Geney if you’re interested.
· Ray M (John Ellison) – Michael Chrisman (the new Resources Agency Secretary) plans to meet with the co-chairs of the GIS Council on or about 1/28/04 regarding the status of the GIS Council. Discussion will be on the continuation or no-continuation of the GIS Council in the state of California. Questions still exist on what is going to happen to Legacy, CERES, and CASIL.

Status of GIS Efforts in USGS – Carol Ostergren and Bill Kaiser
· DOQ (Digital Orthophoto Quadrangles) - National Geospatial Intelligence Agency (NGA - was NIMA) 0.3-meter orthoimagery in progress - status maps shown - airborne imagery public release is free for small areas - no distortion (beyond GRID conversion) Sacramento, Stockton, Modesto, and Fresno are already done. San Francisco and southern California are in production, status map shown - due to the Menlo Park office at the end of March.
o QUESTION regarding MrSID compression ratios done on this data?
o Footprint reduction due to limited $$ and trying to complete next batch of urban areas in one year time frame. In out years it is expected that we can expand the original footprint.
o QUESTION - FSA orthophoto NAIP products - what is status of this?
o Other cities on the 133 cities list - Mission Viejo, Oxnard, Bakersfield – further down is the priority list.

· NHD (National Hydrologic Database) - WOWIE - this has come a long way! Cosumnes watershed is still behind.
o Geodatabase conversion - The national distribution is being converted to Geodatabase format - there is full conversion of the existing database now. The data in work will be delayed slightly to allow for this update. This should be available in March to April time frame. The data will be coming in Personal Geodatabases, the old Arc/Info format, and eventually as shapefiles.
o NHD Tools - contact Bill Kaiser for more information on these - maintenance and transactional tools.
o ArcHydro - this is for applications on hydrologic databases, can integrate datasets. Training on this potentially coming to Sacramento. USBR hosted - contact Lorri Peltz-Lewis for more information. Bill Kaiser is also one of the key players on this effort.

· National Map Implementation for Sacramento Region - ready to go live with Sacramento Short-term efforts are focused on the NGA local efforts. Agreement with Sacramento Area Council of Governments (SACOG) to provide selected databases to this effort. NHD for Sacramento is being done now as well. Should go public next week! LIDAR data agreement with Sac County - bare earth model 1/9 arc second

· Other Activities –
o Urban Area data collection - OES data, some data from LA, Sac, and SF
o Urban Area Inventory (Access database) - critical data inventory - pipelines, utility data, etc. Will be morphing this into an Oracle web interface.
o USGS Office move - moving onto Sacramento State University in March
o Fire science workshop - this spring time.


State GIS Activities - Ray McDowell
· Announcement GIS Council co-chairs meeting coming up end of January
· Transportation sub-committee - meeting on and off. Talked about producing a transportation specific metadata catalog on CERES. Follow up meeting will be coming up soon to discuss where we are at. Metadata survey was done and will be included on CERES (only a few months old at this point in time. This sub-committee will also be working with USGS to compare with Urban Areas efforts. Cooperative and cost sharing efforts on roads. Oscar Jarquin (CALTRANS) currently heading this up this, but contact Ray McDowell if you have questions or need information.
· PCTL - Public Conservation and Trust Lands - this is being distributed via CASIL. Easier update strategy - shooting for a quarterly, more likely 6 months.
· Land use - Bob Johnston (UCDavis) database this covers a significant portion of California. Should be available in spring time as well on CASIL.
· Urbanization projection effort being done as well. 2020(?), 2025, 2050, 2100 – should be available in spring time as well on CASIL.
· Digital Conservation Atlas - not sure where this application is going to be archived.
· California GIS Council - Imagery sub-committe - has been very quiet - Jim Watkins has been side tracked by current emergencies. Working on catalog spreadsheet of what is available. Trying to get a web-based form out for folks to do planning and potentially some templates on agreements.
· California GIS Council - Metadata sub-committee - has not been able to meet at this point.

CMC2 efforts -
· CDF hired Psomas to come up with standards for cadastral data for State agencies. That report is in internal draft now. Should provide some guidance and recommendations for the future. Project funded when CDF had funds available to look at this. Phase II was de-funded. BLM was involved in these discussions early on GCDB.

State situation - working to get the state to recognize the "low hanging fruit", education of the new administration, efforts on the state and federal sides, working toward a legacy within the state. Bruce Joffe's paper at the ESRI RUG on Funding Local Government Geodata Operations without selling data. (See www.cahinv.org)

Proposal - Mid-level manager presentations/training, Project manager presentations/training - Proposal for a Communication Strategy for GIS - task - this group to get out the promotion, importance, better use of the tools and data. Call for participation on this group! Gary Darling will chair this to start and Lorri will co-chair.

Federal GIS Activities -
· Census – Tim McMonagle - progressing accuracy requirement of 7.6 meters – 13 full county files to check to see if they meet these standards. Don't know when the release schedule will come up for the TIGER lines. Rural areas are especially problematic. Accuracy requirements need to meet these due to wanting to use GPS locators for rural housing.
· Census - Transportation data (question to Census) - posting the metadata and the contact information on CASIL. Sharing the data beyond the existing agreement will require contacting. The Transportation Sub-Committee of the GIS Council worked on finding what is available for transportation data.
· Geodetic Control –
o Clemens Arrasmith BLM - nothing to add, but will bring the cadastral information that the state offered earlier in the meeting.
o Marti Ikehara NGS - CA Spatial Reference Center (CSRC) - San Joaquin Valley contracting out GPS survey along the corridors with respect to the highways and California Aqueduct. Contact Marti Ikehara for more information.
o Marti Ikehara NGS - Sacramento to the border north - CALTRANS do highway corridors and coordinating with CSRC
o Marti Ikehara NGS - Plate Boundary Observatoy (PBO) - NSF funding 431 CGPS stations being added in California: www.unavco.org/PBO/PBO.html
o Marti Ikehara NGS - Cambria Earthquake response - not a lot of crustal motion. Update of geodetic control in the area in not less than 6 months.
· Watersheds - CALWATER - Watershed Boundary Database (WBD) - great progress to date. Most of the state has at least a first past for the 4th, 5th, and 6th levels - scheduled to meet on Jan 30 in the afternoon. Next year we need a review process to go over the data from contractor. WBD will allow the state of CA to do the 4ths first for submittal to the national database.
· GNIS - Paul V. and Carol O. - current efforts and meetings to push more names through the GNIS approval process to bring GNIS current for urban areas.
· Critical Habitat – Chris Fischer – USFWS is focused on critical habitat mapping efforts
· Sediment Management System –
o USACE Neil Nelson regarding this system just starting up within the state. Will be doing Ventura area first.
o Paul Veisze - State Coastal Conservancy released contact and deliverables are now in (contact Paul V.)

GIS Council request to the FGC3/CMC2 group:
Local or regional groups would like to use this joint group as the starter for the technical committee for the GIS Council.

Open discussion - creating a technical committee under the GIS Council was something the FGC3/CMC2 Steering Committee felt was not appropriate. What ever happens to the GIS Council and they can do technical committees. Is this group not a forum? We should all do a better job at letting folks know what this group does. If the group grows larger then it will be more difficult to administer - maybe we will have to become more formal. Statewide focus is more appropriate for this, but adding in the complexities of the local groups may take away from the efforts to do the state wide coordination. We could have folks within this committee participate in the GIS Regional Council. Concerns with getting too visable that we may not be able to continue meeting under current climate... We could have them participate through the phone bridge and send in email questions. The sense is that the Regional GIS folks feel shut out of the information loop.

Tabling this discussion until the next meeting. This is an action item for the next meeting. At this time the FDC3/CMC2 group is encouraging the Regional GIS Councils to support the State GIS Council.
