   Review of existing databases and collaborative efforts – discussion on the data

  

   Ray sending out meeting announcement to the Public Conservation & Trust

      Lands (PCTL) subgroup about getting together with this group.

    PCTL  - Ray will send out email about the status of this.

USGS News –

 

Status of datasets – Carol Ostergren USGS – Powerpoint on the FGC3 web site.

Orthophotos – Border Orthos should be done in January – 2002 CIR 1-m

Urban Area – San Diego completed, Los Angeles completed, Mission Viejo in work, Riverside/SB in work, and Oxnard to be contracted. Will possibly start new collections for Stockton, Modesto, and Fresno – new National Digital Orthophoto Program (NDOP) currently at 3-4 years, pushing for every other year.

2 TB of data – how do we handle requests? No one is setup to distribute this data. Discussion on distribution.

 

NHD – status map – super progress – see NHD web site at: http://nhd.usgs.gov/

Tools are under contract from USGS to ESRI - will provide updating capabilities. Still attempting to find additional funding for Tulare CU; some smaller CUs will be completed in-house as scheduling allows

 

DEM/NED – 10 m DEMs some in Sacramento, many in southern CA.

 

 

NAIP – Ray McDowell – requested letters of intent. Firm funding $720,000 short by $40,000. Guess is that we are going to make it with soft money. If there is enough money should we go with Color InfraRed (CIR).  Discussion on legal issues with digital data.

Project Homeland – Carol Ostergren - San Francisco, Data schema developed, Viewer developed, Servers purchased, MOUs stalled, exercise postponed till mid-January, State OES tapped in via wireless pilot funded through DHS.

 

Land Cover/Land Use – Lorri will send meeting announcement from DOI to the FGC3/CMC2 group.

 

 

State GIS Activities –

 

California Performance Review (CPR) GIS Response – John Ellison, Gary Darling, Ray McDowell

http://gis.ca.gov/council/documents.epl -  GIS Council Web Site – Effective Government through Statewide GIS Coordination document. Clark Kelso (DOIT) has added a GIO effort and will bring this forward at the next CPR team meeting. Recommendations include – GIO, Establish process for geospatial development plan as an Action Plan, and Developing geospatial infrastructure. Summary of CPR reviews should be out in January. The California proposed budget is coming out in January. Review process is closed at this time. Could appoint someone without resources and this could lead to a failure.

Tidal/Vertical Datum Coastal Boundaries workshop – Paul Veisze/Marti Ikehara –

Discussions with NOAA regarding boundaries data for shorelines – NOAA moving onto shoreline boundaries in California next – electronic navigation documents (ENDs). So NOAA is digitizing shorelines from the navigation charts in California next. Interagency baseline committee established under/within/by? Minerals Mangement Service (DOI MMS). Paul and Marti coordinating a workshop in April to review state concerns, discussion of coastline changes in charting efforts, sea-level datums and conversion issues, NAVD88, near shore bathymetric data, etc. Paul will be providing an agenda for this in the upcoming weeks. May have a nominal fee to cover this workshop – location to be determined.

 

CMC2 Meeting is on January 6th and the digitizing effort will be discussed at this meeting.

 

DWR LIDAR acquisition over the Delta – 1-meter resolution hopefully in Feb contact Joel Dudas for more information. Coverage for the statutory delta with a buffer.

 

LIDAR/Bathymetric Data fusing - CSU fused bathymetric data and NOAA LIDAR into a continuous dataset. USGS also did similar in Tahoe.

 

FRAP has put up web site to download datasets by watershed – multiple layers now provided as watershed. http://frap.cdf.ca.gov/ Shawn is the contact on this.

 

 

Other Activities –

 

Census – Tim M – TIGER accuracy improvement project – completed status map and potential production status map – see maps on the FGC3 web page. December is when the updates will be released – may not all be in the December release. Releases will now be twice a year – October/July possible. Status maps will be available on a web page in the near future. TIGER 2004 format has changed.

 

FSA Agriculture Lands – http://www.apfo.usda.gov 2-meter natural color - $50 per county, but may not carry the full county. Flights done in July, now available for the state. Color balancing not done.

 

USFS – MOU with the state is working on route inventory. Designating off highway routes – a lot of new data coming out http://www.r5.fs.fed.us.gov There will be much more new data coming.

 

DFG – proposal to NOAA for data acquisition for the CA Coastline has been sent in. Paul Veisze is the contact for further information! Near shore bathymetric data is the main purpose.
