Announcements –
   Secretary for Resources (California Resources Agency) Michael Chrisman was
      confirmed.

Status of GIS Efforts in USGSPowerpoint presentation available on FGC3 web site.
   
  DOQ -
     Orthoimagery = 1 meter 2002 CIR NAPP San Diego & part of Riverside
         complete and in the database –– deliver to DOI HP and others through high-density drives? Yes, this is happening
      Imagery – see The National Map
           2003-2’ resolution is viewable only San Diego and Los Angeles/Riverside/
                San Bernardino.
           2002-0.3-meter resolution is viewable and available for Fresno, Stockton,
                Modesto, and Sacramento region
           2004 0.3-meter public domain (part of the 133 cities list) –
              San Francisco in validation, long shadows
             Los Angeles and San Diego in validation
             Others still to be collected– Mission Viejo (has been flown), Oxnard, Bakersfield
                (probably have partnerships for both Bakersfield and Oxnard)
  DEM Collection – stalled, no funding
  NHD – see status map! Status and NHD are now viewable via The National
      Map
. Limit for download is approximately 5 subbasins at a time.

      Differences with existing content – listed in the power point presentation!
         Not on slide –Reaches were added to swamp/marshes at the request of the
         FS, and 100K/24K geodatabases are being kept separate

            NHDGeo

  National Map – Sacramento, Lake Tahoe, Oahu – all up and running

       Goal is to leverage the footprints and get more areas involved – the core cities
             should be reflown every 2 years
        CAP funding/grants now open and contain a platform for The National Map–
             contact Carol!

  Department of Agriculture NAIP program—too late to upgrade 2004 collection
          but start thinking about 2005

          Action Item – Cheryl Hickam will work on coordinating a meeting with
             the NRCS contact in TX on this database.
          Action Item – Cheryl Hickam will provide a sample of the data.
          Action Item – find out more information about the costs, distribution, and
              copyright issues.

State GIS Activities – Ray McDowell
  GIS Council News – John Ellison
      Handout Titled – Action Items from Feb 18, 2004 Meeting of the CA GIS Council

      Action Item – is this available on a web site. CERES GIS Council
      Questions on Imagery – are local, very high resolution images copyrighted?
          The State is interested in Statewide coverage of at least 1-meter resolution.
          Cost-sharing agreements could be worked out with local governments to obtain
          higher resolution. But local governments would have to make at least 1-meter
          resolution imagery available for public distribution.
  USGS America View money maybe available for purchasing some of the missing
       outdated DOQQ’s in the CASIL database. About 2,000 B&W and CIR are missing/
       outdated Contact Ray if you are interested in cost sharing.
   OhioView – http://www.istl.org/00-winter/article4.html
    
-  USBR is working on some proposals with OhioView on image processing/
       analysis services
    FUNDING – sharing of funds between federal and state agencies. Should we
       have the opportunity to respond to these issues within the state then we should
       be prepared. If there is a list of items that we want we need to come up with
       them – such as transferring funds from state to feds, pooling funds for databases,
       etc. Clark Kelso has formed an IT Council within the state of CA – there will
       be a GIS subcommittee and John has been invited to Chair this subcommittee/
       working group.
       Action Item – Gary and Lorri will look at integrating some of this into the
           Communication Plan discussed at the January meeting.
  Transportation – reference to John Ellison’s notes from the GIS Council.
       GDT just got purchased by TelaData – http://www.na.teleatlas.com/
  PCTL – Public, Conservation, and Trust Lands - Mike Byrne – updated in
       September with hopes to do quarterly updates (did not happen). PCTL is
       now focusing on update in May. Call for updates went out this week.
       Expecting update on CASIL in July. This update will include BIA lands!
       Could be the last update for some time.
  General Plans seamlessly for CA – Announcement from Mike Byrne – see web site:

        GIS database for source General Plans – normalized to 13 classes for the state
        GIS database for current landuse – show more accurate residential growth in
           areas of low and very low density
        available through the Legacy data collection on CASIL – includes all counties.
  Parcel Database – Robin Marose – Handout – web pages available through the

       pass: teamwork – Surveyed every county – the detailed report is
       available here! Excellent review of state needs, activities within
       the state, status of each county, comparisons to the other states,
       methods used in other states, software and other programs of
       interest. Open discussion on where we go from here. CDF doing
       per parcel fee.

Activities in other Federal Agencies
  USFWS – Critical Habitat – Cheryl Hickam – core data elements are being
      standardized, will be put onto a web site, Cheryl will get the site URL to
      Lorri to provide to the group! Looking for a way to reduce the information
      in the vertices. Action Item – Lorri will contact some folks, Bill K. has
      a potential solution – contact Cheryl if you have a solution or questions!
  Census – Tim – continuing the TIGER efforts -Using county files that meet

      accuracy requirements.  Where no files exist contractor is using existing

      commercial GIS files, imagery, or field collected GPS points to positionally

      enhance TIGER.- see the file Census_Prod_Status_2004may.pdf     Census

      continues to inventory GIS files. Contacting cities and reservations to see if

      they can coordinate on obtaining files and access to the reservations. TIGER

      2003 line files are available on the web site.
      San Diego has changed significantly since 2002 via positional enhancement.
      You can get the enhance TIGER/Line on line!
Geodetic Control – Marty – not available
 Watersheds – Lorri Peltz-Lewis for Robyn Myers – Lorri discussed the upcoming
      workshop being planned for June 2004 along with the current status of the WBD
      efforts and what it will take to get this certified. Please see the CalWater web
      pages to sign up on the listserver or for more information at:

  GNIS – no report available.
  Sediment Management System – Neil Nelson –
    http://dbw.ca.gov/csmw/csmwhome.htm partnership with the State of CA
    provides an excellent overview of what this program is about. There is a
    workshop in San Francisco in May. This is focusing on the entire coastline.
   

GIS Council Request to FGC3/CMC2 – request from the GIS community to expand
   the group to include regional, local, and private GIS groups for participation. Another
   question was could this group become the GIS Council Technical Committee. 
   Open discussion….

   Recommendations:
      Participate in the Region GIS Councils – request that the GIS Council and regional
           councils include the FGC3 email list so that federal agencies can participate.

      GIS Council and Regional Council participation and meeting notes will be
         reported to the FGC3/CMC2.

      Cross link web pages between the GIS Council and FGC3 meeting notes.
